Job Placement Cost and Fee Structure
The cost of a job placement engagement is the counselor's time, billed by the hour or within the hours the referral source authorizes, under a written estimate and a rate schedule provided before any work starts. The referral source sets the scope and the hours, and a change to either is confirmed in writing before the work goes on.
Typical range
Job placement is billed hourly or against the hours the referral source authorizes. KWVRS provides a written estimate and the rate schedule before work begins.
What drives cost
- The scope referred: full placement, job-seeking skills training, a labor market survey with leads, or search documentation
- How narrow the restrictions are and how many target occupations remain
- The size of the labor market and the number of employers to contact
- The reporting interval the referral source sets
Billing structure

Questions about job placement cost and fee structure
What drives the cost of a job placement engagement?
The scope first: full placement costs more than job-seeking skills training alone or a labor market survey with live leads, because job development and reporting run for the whole authorized period. Within a scope, the restrictions decide how many target occupations survive and how many employers have to be reached, the labor market decides how far the search travels, and the reporting interval decides how often a report is written.
Does KWVRS provide an estimate before job placement work begins?
Yes. The rate schedule and a written estimate for the scope referred come before any work starts, and the referral source approves both. To scope the estimate, send the restrictions on file, the work history, the person's labor market and the reporting interval expected. Where a block of hours is authorized, the estimate is expressed against those hours and work stops for a written extension when they are used.
Is job-seeking skills training billed differently from full job placement?
It is billed the same way, by the counselor's time, but it costs less because it stops before job development. The sessions cover the resume, the applications and interview preparation for the target occupations, and the engagement closes with a short report of what was prepared. A referral source that later wants the search run as well authorizes the additional hours and the engagement widens from there.
Who pays for job placement when an attorney refers?
The referral source does, under the same written estimate and rate schedule that a carrier or an insurer receives. An attorney who retains KWVRS to run and document a client's search is invoiced for the counselor's time and the reports, and the engagement letter states the scope, the hours and the reporting interval. Where a third party has agreed to pay, the engagement letter names that party before work begins.
Is in-person job placement billed differently from remote work?
No. In-person and remote job placement are both billed hourly or against the hours the referral source authorizes, under the written estimate and rate schedule provided before work begins. The estimate states which meetings are in person, and the referral source decides whether in-person work is wanted before any of it is scheduled, so nothing is added to the scope without its approval.
