The Supreme Court is the trial court of general jurisdiction in New York, one in each county, and it hears the civil actions in which vocational and life care evidence is offered. Within New York City the Civil Court of the City of New York hears the smaller civil cases and outside the city the County Court and the City Court do, while Family Court hears custody, support, neglect and juvenile matters and the Court of Claims hears claims against New York State.

In the federal system, the Southern District of New York covers New York, Bronx, Westchester, Rockland, Putnam, Orange, Dutchess and Sullivan Counties and hears cases in Manhattan, White Plains and Poughkeepsie; the Eastern District of New York covers Kings, Nassau, Queens, Richmond and Suffolk Counties from courthouses in Brooklyn and Central Islip; and the Northern District and the Western District cover the rest of the state. ACCES-VR (Adult Career and Continuing Education Services - Vocational Rehabilitation) is New York's vocational rehabilitation agency.
