The evaluator reviews the medical, educational, vocational and employment records, interviews the claimant and administers standardized testing where appropriate, completes a transferable skills analysis and conducts a labor market survey. The report identifies the occupations open to the claimant with the documented restrictions, what those occupations pay in the claimant's labor market and the loss of earning capacity against pre-injury earnings.

Wages from the Occupational Employment and Wage Statistics program and unemployment rates from the Local Area Unemployment Statistics program, both published by the U.S. Bureau of Labor Statistics.
