John J. Halpin, M.A.

Biography

John Halpin joined KWVRS in May 2024 as a forensic vocational expert. His curriculum vitae describes him as a board-certified vocational expert witness in marital dissolution, personal injury and employment matters, accepted in venues including Virginia, Pennsylvania, Vermont and the District of Columbia. At the firm he composes labor market surveys and job analysis reports, performs transferable skills analyses, conducts vocational evaluations and assessments, assesses vocational, educational, earnings and medical history for vocational reports, administers and interprets vocational assessments and instruments, and coordinates career counseling across the job search process. His vocational rehabilitation practice began in 1987. He was a vocational rehabilitation counselor with Wagner Rehab, the Windham Group and Hoover Services from 1987 to 2004, providing rehabilitation services for employment and retraining and forensic vocational services including expert testimony; the owner of Solutions Comprehensive Rehabilitation Services from 2004 to 2006, where he specialized in the placement of workers' compensation clients and assessed the rehabilitation needs and earning capacity of injured workers; and, from 2006 to 2025, a senior vocational rehabilitation counselor with the Commonwealth of Virginia, where he provided vocational rehabilitation expert advisory services on employability, placeability and earning capacity to Virginia treatment courts, among them the Charlottesville Circuit Court, the Fluvanna Circuit Court and the Charlottesville Juvenile and Domestic Relations Court. He was president and co-founder of Orchard Mountain Recovery, a substance abuse education and prevention program (2016 to 2024), and adjunct faculty at Piedmont Virginia Community College (2011 to 2013). He holds a master's degree in personnel administration and industrial relations from Saint Francis College (1992) and a Bachelor of Arts in communications from Seton Hall University (1985), with later coursework in theories of counseling at Chestnut Hill College and in the medical aspects of disability at the University of Arkansas Little Rock. He is a Fellow of the American Board of Vocational Experts, has held the Certified Rehabilitation Counselor credential since 1997 and is a Certified Rehabilitation Provider with the Virginia Board of Counseling. He has presented to the Commonwealth of Virginia's Department of Aging and Rehabilitation Services, the Virginia Reentry Conference and the University of Virginia, and in 2019 received the Ginger Acey Award of the Virginia Association of Treatment and Recovery Providers for distinguished service to the field of substance use disorders.
