Dr. Dan Wolstein is President of Kincaid Wolstein Vocational and Rehabilitation Services. He is a highly experienced vocational evaluator who actively contributes to advancing science and professionalism in the vocational field.

His research has been published in the Journal of Forensic Vocational Analysis. In 2018, he and Jeff Truthan presented their research (regarding the 137 sedentary unskilled occupations in the DOT) at the 2018 National Organization of Social Security Claimants’ Representatives (NOSSCR) Disability Law Conference and again in 2019 at the IARP.
Dr. Wolstein is currently serving as President of the American Board of Vocational Experts, and on the same board, he previously served as Conference Chair (2022 and 2023).
He completed his doctoral studies in rehabilitation counseling and administration at East Carolina University and his Master of Science in rehabilitation counseling from Rutgers University (formerly the University of Medicine and Dentistry of New Jersey).

Dr. Putts is the Chief Operating Officer of Kincaid Wolstein Vocational and Rehabilitation Services. He is an experienced rehabilitation counseling practitioner, community rehabilitation program administrator, and disability policy expert.
He has held multiple roles as a nonprofit executive, including as Chief Executive Officer of a nonprofit community rehabilitation program and Vice President of Government Affairs for a state provider organization. He is experienced in disability advocacy, policy, legislation, and funding and has testified before legislative bodies on both the state and federal levels. His work has been recognized by Rutgers University where he was awarded the Distinguished Alumnus Award by the School of Health Professions, and by the Morris County Chamber of Commerce, where he received the Exemplary Nonprofit Leader award (agency with revenue over $1 million).
In addition to providing vocational evaluation reports, Dr. Putts also engages in clinical practice and contributes to the field at-large. He is a director-at-large of the American Board of Vocational Experts (ABVE), chair of the Workforce Development Board of Northwest New Jersey where he also chairs the Disability Committee, and a member of the Rutgers University Rehabilitation Council Advisory Committee. He has a Doctor of Philosophy degree in Rehabilitation Counseling and Administration from East Carolina University and a Master of Science in Rehabilitation Counseling from Rutgers University (formerly the University of Medicine and Dentistry of New Jersey).

Dr. Paul Bourgeois completed his doctoral studies in rehabilitation with a specialization in counselor education at the University of Arizona. He earned a master’s degree in rehabilitation counseling and bachelor’s degree in rehabilitation and disability studies from Springfield College.
He has over a decade of experience as a vocational expert, counselor educator, researcher, and rehabilitation counselor. In addition to his work rendering quality vocational and life care plan reports and services with Kincaid Wolstein Vocational & Rehabilitation Services, Dr. Bourgeois is a tenured associate professor of counseling at the University of New Haven in the Department of Psychology. Dr. Bourgeois is an active researcher with more than a dozen scholarly articles published in peer-reviewed journals, including the Rehabilitation Professional, Journal of Life Care Planning, Rehabilitation Research, Policy, and Education, Rehabilitation Counseling Bulletin, and the Journal of Forensic Vocational Analysis. Dr. Bourgeois is a frequent speaker to counseling, rehabilitation, and disability related groups and professional organizations.

Annie Cerone is the Administrative Assistant at KWVRS. She earned a Bachelor of Science from Butler University in Indianapolis, Indiana, majoring in biology and journalism.
She spent her early career working for daily newspapers as an investigative reporter and for magazines as a freelance feature writer. She most recently worked for the Orange County New York Early Intervention Program, coordinating in-home services for children with special needs. Her organizational skills ensure that day-to-day operations run smoothly, and she is the central point of contact for the administrative team. Annie is responsible for legal documentation, proofreading, schedule management, and delegating work to staff. Annie has been a valued member of our team since January 2021.
Before joining Kincaid Wolstein as an expert witness and Human Resources Manager, Sharon most recently served as the Supervisory Vocational Rehabilitation Counselor for the Procedures team for Veteran Readiness and Employment Service (VR&E), at the VA Central Office in Washington, DC.
VR&E is a Department of Veterans Affairs program that assists Veterans with service-connected disabilities to find and maintain employment, when it is determined that a Veteran is currently able to work.
Prior to this, Sharon served as a Policy Analyst in the VA Central Office. She was also the Assistant VR&E Officer in the Phoenix Regional Office, where she supervised 22 Vocational Rehabilitation Counselors. She also worked as a Vocational Rehabilitation Counselor in the Atlanta Regional Office, as well as for the State of New Jersey.
Before entering the field of Vocational Rehabilitation, Sharon worked in New York City as the Director of Human Resources for H&K Strategies, Inc., which was, at one time, one of the largest Public Relations/Public Affairs agencies in the world.
Christopher Skerritt is a vocational rehabilitation expert based in Smithfield, Rhode Island, strategically located between Massachusetts and Connecticut. With a background in rehabilitation needs, vocational evaluations, labor market analysis, employability assessments, economic analysis, and Social Security vocational expertise, Christopher provides a wide range of services.
Christopher has worked in both the private and public sector areas of vocational rehabilitation and case management. His expertise is in life care planning, assistive technologies, career counseling, psychometric test administration and analysis, and medical cost projections. He is also well-versed in ADA compliance consulting, case management, job analysis and modification, education and transition evaluation, and Return to Work (RTW) planning.
Christopher earned his Master’s of Education in Rehabilitation Counseling and Bachelor’s of Science in Communication Disorders and Sciences while attending Springfield College in Springfield, Massachusetts. He holds the following licenses and certifications:
As a Fellow of the American Board of Vocational Experts (F/ABVE #64107), John May has worked as a vocational expert since 2005. He has testified as a forensic vocational expert in litigation and hearings in several states, including Vermont, New Hampshire, Massachusetts, New York, Rhode Island, and Maine.
In his forensic practice, John employs scientific investigation and objective standards to assess damages in litigation. In this capacity, he determines an individual’s past, current, and future employability, training potential, and earning capacity within a labor market. Through ABVE, he maintains the International Psychometric Evaluation Certification (IPEC #5415). He has provided written evaluations as a vocational expert in workers’ compensation, Social Security, personal injury impacts, medical malpractice, wrongful discharge, defamation, and marriage dissolution cases. He has testified in hearings and trials in over 50 cases and provided written reports and oral deposition testimony in many more.
John is a nationally Certified Rehabilitation Counselor (CRC #11244). He has worked as a vocational rehabilitation counselor since 1993. After receiving a B.A. in English and American Studies from Williams College, he completed a Master’s degree program with a Certificate in Advanced Graduate Studies in Rehabilitation Counseling at Assumption University. Practicums in graduate study included group and individual work with a minority-based outpatient service agency for people with chemical dependence. John has worked directly as a vocational counselor with people with severe and persistent mental illness, people with substance use disorder, and people with brain injury.
John has presented in Continuing Legal Education seminars for the Vermont Bar Association on the value and practice of vocational forensics. He has presented at annual conferences for the Vermont Department of Labor, including: “Developing an Injury Management/Return-to-Work Program” (2000), “Chronic Pain and Permanent Total Disability” (2005), “Catastrophic Claims Management” (2017-2018); and “Vocational Rehabilitation: Basics and Beyond” (2018-2022). He is the current President-elect of the New England chapter of the International Association of Rehabilitation Professionals (IARP). He also coordinated the first-ever IARP training in Vermont in 2013.

John has been a Certified Rehabilitation Counselor (CRC #35873) since 1997 and is certified with the Commonwealth of Virginia Board of Counseling as a Certified Rehabilitation Provider (CRP #071500559). He has over thirty-two years of experience in the provision of compassionate, comprehensive, and effective vocational counseling in Pennsylvania, Vermont, and Virginia.
John has developed and implemented services and programs to assist clients with a focus on the removal of personal barriers to success. He has worked with varied populations in the public and private sectors, including athletes, ex-offenders, at-risk adolescents and adults, impaired drivers, and disabled clients. He has testified in hearings in over 30 cases, and he has provided written reports and oral testimony in several more.
John has developed a unique relationship with the Virginia Judicial system. For the last ten years, he has provided weekly guidance to judges, prosecutors, defense, and treatment and law enforcement parties as a member of Specialty Court Treatment teams. In 2016, he founded a Substance Abuse Intensive Outpatient program for the treatment of Substance Use Disorders. This program involves a counseling dynamic focused on rational problem-solving mechanisms to alter dysfunctional beliefs and thinking.

He holds a Bachelor of Arts degree in Communications from Seton Hall University and a Master’s Degree in Personnel Administration and Industrial Relations from Saint Francis College.
Gray Broughton is a Board Certified Vocational Expert, a Certified Rehabilitation Counselor, and a Certified Case Manager. His qualifications extend even further, embodying a profound grasp of rehabilitation and vocational intricacies. Notably, his tenure as a former Commissioner of the Commonwealth of Virginia’s Department of Rehabilitative Services (1999-2001) amplifies his comprehensive understanding of intricate rehabilitation landscapes.
With an impressive career spanning 42 years, Gray is a seasoned expert. His courtroom experience is vast, and he has testified over 500 times in circuit courts, federal courts, and Workers’ Compensation Commissions. This diverse and extensive testimony portfolio underscores his expertise, offering insights and support to navigate complex legal proceedings. He has assisted over 2,000 injured workers in finding employment, accompanying them on job interviews.
Gray most recently served as the Chief Executive Officer and owner of Broughton Associates, Inc., a vocational expert company he founded 42 years ago. He was a job placement specialist and forensic Vocational Expert.
Christy Luiso is an Expert Liaison at KWVRS. She received a Bachelor of Arts from Pace University, majoring in Communications. Christy has experience in administrative and case management coordination. She provided exceptional customer service to law firms and insurance carriers for a disability and independent medical examination (IME) services firm for over a decade. She most recently worked for a corporate conference and IT solutions organization in which she was responsible for managing programs at conferences all across the United States, as well as internationally in cities such as London and Barcelona. Christy joined our team in January 2024.
Danielle Vallone is the Administrative Assistant to the New England Branch of KWVRS. She is a skilled member of our team with a specialized background in medical chronology, offering a unique blend of organizational expertise and in-depth knowledge of medical records management. With a keen eye for detail and a strong commitment to accuracy, Danielle plays a vital role in ensuring tasks run smoothly and efficiently, helping our clients and the KWVRS team stay organized and well-informed.
Scott’s role as brand ambassador includes developing client relationships and strengthening partnerships. In addition, he identifies new clients by researching and creating networking opportunities. He represents KWVRS at most industry conventions as well. He has more than 20 years of sales and marketing experience.
Lizette Mendoza has been lending her expertise as a Life Care Plan Administrator since 2016. Combining a degree in business administration with meticulous attention to detail, she acts as our ambassador, translating between medicolegal “dialects” in dozens of distinct matters each day. Her work ensures that every life care plan is a cohesive document by synthesizing the appropriate medical and allied health recommendations. She brings more than twenty-five years of administrative experience to our organization.
Charmigne Santillan is a Medical Chronologist at KWVRS. She obtained her Bachelor of Science in Nursing from La Salle University in the Philippines and became a registered nurse in 2011. She has a variety of clinical experience including providing specialized care to critically ill newborns in the Neonatal Intensive Care Unit. She is currently a registered nurse in a long term/rehabilitation facility in Maine. Charmigne brings her significant medical training and experience to reviewing medical records and creating medical chronologies. Charmigne joined the team in July 2024.
Cara Creighton is a dedicated life care plan administrator with a strong academic background. Holding a Bachelor’s degree in Rehabilitation Studies in conjunction with years of clinical experience in healthcare, she brings a unique blend of clinical knowledge and organizational skills. This helps assist in collecting the proper information for our experts to create detailed life care plans.
Cara has a solid foundation in patient care, along with hands-on experience as a medical assistant in orthopedics, and as an x-ray technologist. She brings a comprehensive understanding of both clinical and rehabilitative care that enhances her ability to work collaboratively with our team.
