In addition to rendering quality vocational and life care plan reports and services, Dr. Wolstein actively contributes to advancing science and professionalism in the vocational field. His research has been published in the Journal of Forensic Vocational Analysis. In 2018, he and Jeff Truthan presented their research (regarding the 137 sedentary unskilled occupations in the DOT) at the 2018 National Organization of Social Security Claimants’ Representatives (NOSSCR) Disability Law Conference and again in 2019 at the IARP.
Dr. Wolstein is currently serving as President of the American Board of Vocational Experts, and on the same board, he previously served as Conference Chair (2022 and 2023).
He completed his doctoral studies in rehabilitation counseling services and administration at East Carolina University and his Master of Science in rehabilitation counseling from Rutgers University (formerly the University of Medicine and Dentistry of New Jersey).

Matthew R. Putts, PH.D., LPC, LRC, CRC, CLCP, IPEC, CVE
Clinical Director/Forensic Rehabilitation Expert

Dr. Putts is an experienced rehabilitation counseling practitioner, community rehabilitation program administrator, and disability policy expert. He has held multiple roles as a nonprofit executive, including as Chief Executive Officer of a nonprofit community rehabilitation program and Vice President of Government Affairs for a state provider organization. He is experienced in disability advocacy, policy, legislation, and funding and has testified before legislative bodies on both the state and federal levels. His work has been recognized by Rutgers University where he was awarded the Distinguished Alumnus Award by the School of Health Professions, and by the Morris County Chamber of Commerce, where he received the Exemplary Nonprofit Leader award (agency with revenue over $1 million).
In addition to providing vocational evaluation reports and life care plans, Dr. Putts directs clinical services for Kincaid Wolstein, including individual and family rehabilitation counseling. Dr. Putts is a member of the Morris/Sussex/Warren Workforce Development Board, where he chairs the Disability Committee and the Rutgers University Rehabilitation Council Advisory Committee. He has a Doctor of Philosophy degree in Rehabilitation Counseling and Administration from East Carolina University and a Master of Science in Rehabilitation Counseling from Rutgers University (formerly the University of Medicine and Dentistry of New Jersey). Christopher Skerritt, M. Ed, CRC, LRC, IPEC, CVE, ABVE/F, REAS, CEAS I, CLCP, MSCC, CPRW, QRC
Christopher Skerritt is a vocational rehabilitation expert based in Smithfield, Rhode Island, strategically located between Massachusetts and Connecticut. With a background in rehabilitation needs, vocational evaluations, labor market analysis, employability assessments, and Social Security vocational expertise, Christopher provides a wide range of services.
Christopher has worked in both the private and public sector areas of vocational rehabilitation and case management. His expertise is in life care planning, assistive technologies, career counseling, psychometric test administration and analysis, and medical cost projections. He is also well-versed in ADA compliance consulting, case management, job analysis and modification, education and transition evaluation, and Return to Work (RTW) planning.
Christopher earned his Master’s of Education in Rehabilitation Counseling and Bachelor’s of Science in Communication Disorders and Sciences while attending Springfield College in Springfield, Massachusetts. He holds the following licenses and certifications:

John May, F/ABVE
As a Fellow of the American Board of Vocational Experts (F/ABVE #64107), John May has worked as a vocational expert since 2005. He has testified as a forensic vocational expert in litigation and hearings in several states, including Vermont, New Hampshire, Massachusetts, New York, Rhode Island, and Maine. In his forensic practice, John employs scientific investigation and objective standards to assess damages in litigation. In this capacity, he determines an individual’s past, current, and future employability, training potential, and earning capacity within a labor market. Through ABVE, he maintains the International Psychometric Evaluation Certification (IPEC #5415). He has provided written evaluations as a vocational expert in workers’ compensation, Social Security, personal injury impacts, medical malpractice, wrongful discharge, defamation, and marriage dissolution cases. He has testified in hearings and trials in over 50 cases and provided written reports and oral deposition testimony in many more.
John is a nationally Certified Rehabilitation Counselor (CRC #11244). He has worked as a vocational rehabilitation counselor since 1993. After receiving a B.A. in English and American Studies from Williams College, he completed a Master’s degree program with a Certificate in Advanced Graduate Studies in Rehabilitation Counseling at Assumption University. Practicums in graduate study included group and individual work with a minority-based outpatient service agency for people with chemical dependence. John has worked directly as a vocational counselor with people with severe and persistent mental illness, people with substance use disorder, and people with brain injury.
John has presented in Continuing Legal Education seminars for the Vermont Bar Association on the value and practice of vocational forensics. He has presented at annual conferences for the Vermont Department of Labor, including: “Developing an Injury Management/Return-to-Work Program” (2000), “Chronic Pain and Permanent Total Disability” (2005), “Catastrophic Claims Management” (2017-2018); and “Vocational Rehabilitation: Basics and Beyond” (2018-2022). He is the current President-elect of the New England chapter of the International Association of Rehabilitation Professionals (IARP). He also coordinated the first-ever IARP training in Vermont in 2013. He holds the following licenses and certifications:

Gray Broughton
Gray Broughton is a Board Certified Vocational Expert, a Certified Rehabilitation Counselor, and a Certified Case Manager. His qualifications extend even further, embodying a profound grasp of rehabilitation and vocational intricacies. Notably, his tenure as a former Commissioner of the Commonwealth of Virginia's Department of Rehabilitative Services (1999-2001) amplifies his comprehensive understanding of intricate rehabilitation landscapes.
With an impressive career spanning 42 years, Gray is a seasoned expert. His courtroom experience is vast, and he has testified over 500 times in circuit courts, federal courts, and Workers’ Compensation Commissions. This diverse and extensive testimony portfolio underscores his expertise, offering insights and support to navigate complex legal proceedings. He has assisted over 2,000 injured workers in finding employment, accompanying them on job interviews.
Gray most recently served as the Chief Executive Officer and owner of Broughton Associates, Inc., a vocational expert company he founded 42 years ago. He was a job placement specialist and forensic Vocational Expert.
Lizette Mendoza
Lizette Mendoza has been lending her expertise as a Life Care Plan Administrator since 2016. Combining a degree in business administration with meticulous attention to detail, she acts as our ambassador, translating between medicolegal "dialects" in dozens of distinct matters each day. Her work ensures that every life care plan is a cohesive document by synthesizing the appropriate medical and allied health recommendations. She brings more than twenty-five years of administrative experience to our organization.
Annie Cerone
Annie Cerone is the Administrative Assistant at KWVRS. She earned a Bachelor of Science from Butler University in Indianapolis, Indiana, majoring in biology and journalism. She spent her early career working for daily newspapers as an investigative reporter and for magazines as a freelance feature writer. She most recently worked for the Orange County New York Early Intervention Program, coordinating in-home services for children with special needs. Her organizational skills ensure that day-to-day operations run smoothly, and she is the central point of contact for incoming cases. Annie is responsible for legal documentation, proofreading, schedule management, and delegating work to staff. Annie has been a valued member of our team since January 2021.
